SUMMARY:Forensic Investigation w/Death Investigation & Photography
DESCRIPTION:With the cooperation of the Blue Ash Police Department Sirchie is offering its comprehensive hands-on Forensic Investigation Training at the Blue Ash Fire Department (North Station). \nThis 5-day course covers state-of-the-art methods of identifying\, recording\, processing and preserving various types of evidence found at the scene of the crime. The program is geared for Hands-on use of equipment\, materials and supplies necessary for a thorough and comprehensive forensic investigation mission. \nCURRICULUM \nForensic Investigation (Evidence Discovery\, Collection\, Processing & Preservation) \nThe goals and objectives of the Crime Scene Investigator is the collection\, preservation\, packaging\, transportation\, and documentation of physical evidence left at the crime scene. With this evidence\, a connection can be made between the victim\, the scene\, and the perpetrator of the crime. The base goal of this course is establishing methods and best practices for assessing\, developing\, collecting\, and preserving the physical evidence. Attendees learn proper set-up and crime scene documentation including photography and evidence marking / identification. Through lecture and practical exercises\, proper methods are taught for discovery and lifting of latent fingerprints using powders\, applicators\, tape\, chemicals\, and other tools. Footprint and footwear evidence\, often overlooked\, is reviewed and methods for search and recovery are taught. Discovery and sampling of biological evidence\, so critical in today’s forensic investigations for its DNA content\, is reviewed with practical exercises with best practices for collection and preservation. Attendees also learn the proper packaging and preservation of various types of evidence\, including bagging\, boxing\, labeling\, and other methods. The course covers the forensic toolbox and the factors that lead to choosing certain methods. \n• Crime scene documentation: photography\, marking\, logging\n• Evidence collection: types\, proper packaging\, documentation\n• Latent print development: fingerprint powders\, applicators\, chemicals\, lifting devices\n• Biological fluids including blood: search\, discovery\, testing\, sampling\n• Footwear impressions: search\, development\, collection \nDeath Investigation (Documenting and Collecting Key Evidence from Scene to Autopsy) \nWith only approximately 60% of the 20\,000+ murders occurring annually being “solved”\, and many times that number of equivocal deaths requiring an investigation by law enforcement\, this module (block of instruction?) is designed to provide the necessary knowledge to resolve even the most complex death investigations\, including child\, elderly\, asphyxia\, fire\, firearms\, fall\, crushing\, thermal\, high velocity\, motor vehicle\, and sharp and blunt force deaths. \nAttendees receive a block of instruction on forensic pathology\, the Coroner and Medical Examiner Systems\, manner\, cause\, and mechanism of death. Autopsy and medicolegal death terminology are explained including nuances between a laceration and incise wound\, various blunt force trauma including differing types of fractures\, and common causes for each type of wound. Firearms injuries are explored and explained including the differences in distances that can help determine whether a witness’s account is truthful or not. Time of death and post-mortem interval and other forensic concepts are discussed throughout the course. \nForensic anthropology and entomology instruction are included as it pertains to identification of found remains\, skeletal trauma identification\, grave recovery\, and what insect activity must be observed and documented for a proper review by the forensic anthropologist and entomologist. \nAdvanced Photography (Forensic Investigation Techniques including ALS\, UV and IR) \nPhotography is used to document most crime scenes today\, yet only the most basic techniques are sometimes utilized missing possible key evidence or not providing the true story of the crime scene or evidence. Moving beyond this\, attendees of this instruction module learn how to properly document in the preferred – manual mode\, and learn to control the exposure triangle in various situations using techniques that reveal evidence once hidden. Utilizing the triangle\, dark scenes\, shadows\, and bright ambient light can all be overcome with specific techniques to show the scene as the investigator sees it. \nAttendees through hands on exercises using DSLR cameras and various lenses combined with filters explore various lighting possibilities\, using a variety of alternate light sources and filters to build contrast and reveal pattern evidence. Light sources outside the visible spectrum\, such as ultra-violet and infrared\, reveal body fluids and pattern evidence of gun shot residue and bodily fluids not visible to the naked eye. The camera is shown to be a tool to gather much more evidence than can be seen or documented with any other method. \nEnrollment \nMinimum enrollment will be 18 students with a maximum enrollment of 25 students. The cost per student is $650.00. All materials\, supplies and equipment will be supplied by Sirchie. DESCRIPTION:Who Should Attend:\nThis course was developed to assist officers new to conducting drug investigations\, or as a refresher for officers returning to drug units\, who want to become familiar with drug investigations and current trends. \nCourse Objectives:\nThe course is designed to assist in providing a solid foundation of investigative techniques from which officers can safely and ethically conduct drug investigations. Officers are given current and relevant information on Drug Identification\, Informant Handling\, Consent Searches\, Operations Planning\, and Controlled Purchases. Policies and procedures differ from agency to agency and this presentation is a general overview\, created to not conflict with your department operating guidelines in drug investigations. \nBasic Drug Identification and Trends\nTopics include the identification of illicit street drugs\, common terms\, nomenclature\, prices\, weights\, clandestine lab\, and the Uniformed Controlled Substance Act. The physiological effects of illicit drugs will also be covered. Officers will also discuss current local and national drug trends. \nIntelligence Gathering\nOfficers will learn what information sources are available to them and how to use that information to initiate proactive drug investigations. \nOperations Planning\nOfficers will be instructed on the safe planning of operations such as covert surveillance\, controlled purchases and raids. Topics such as de-confliction and operational secrecy /security will also be covered. \nVoluntary Consent Searches\nAn often misunderstood and under-utilized tool by drug investigators\, consent searches can be the start or finish of many successful cases. This course will cover proven\, legal and ethical techniques used to successfully conduct consensual encounters. \nConfidential Informant Handling\nThe use of Confidential Informants\, although a powerful tool in drug investigations\, can quickly become a liability to the case. Officers will be instructed on the proper and ethical handling of informants\, the varying motivations\, and the risks associated with the use of informants. \nControlled Purchases\nOfficers will be instructed on the basic mechanics of a safe and ethical controlled purchase of illicit drugs. Officers will learn the hazards associated with controlled purchases\, the advantages and disadvantages of using an undercover officer. \nCase Study\nA variety of actual narcotic cases will be broken down step-by-step from the initial stages through to prosecution. \nCourt Preparation\nIn the last several years there has been a shift in which juries\, judges and prosecutors view drug investigations\, the credibility of informants and the “CSI” effect on evidence. Officers will be instructed on the importance of accurate and ethical documentation\, testimony and evidence presentation. \nInstructor: John Kempf\nJohn Kempf is currently a Captain and District Commander of The Idaho State Police District One office located in Coeur d’ Alene\, Idaho. John began his career as a Trooper with the Idaho State Police in 1997 and was promoted to Detective in 2000 where his primary focus was narcotics investigations. As a Detective John lead and participated in hundreds of narcotic cases ranging from street level investigations to complex conspiracy and federal wire tape cases. In 2008 John was promoted to Sergeant and supervised a narcotics unit whose primary focus is mid to upper level drug traffickers. In 2014 John was promoted to Detective Lieutenant where he managed a unit whose caseloads included major narcotics cases\, Officer Involved Shootings /Critical Incidents\, Homicides and Professional Standards Investigations. John is a member of the National Alliance of State Drug Enforcement Agencies and the coordinator for Idaho of the Domestic Highway Enforcement program.\nJohn has been called to testify in Federal Court as an expert witness on drug investigations and is one of the lead instructors and organizers of the Idaho Basic Narcotics Officers Course. John has received numerous accolades for his law enforcement efforts including a U.S. Department of Justice Award for Public Service\, Certificate of Merit from the Governor of Idaho and Outstanding Supervisor award from the Idaho State Police. Professor Haley’s educational background consists of a BA in Criminology (Cum Laude) from Saint Leo College\, an MPA in Justice Administration (4.0 GPA) from Troy State University\, as well as other post graduate research methods courses. Don Haley is a veteran of the United States Marine Corps. He also served as a correctional officer at Saint Brides Correctional Institute\, a Virginia Beach deputy sheriff\, Chesapeake and Virginia Beach police officer\, and Virginia Beach police detective. In 1995\, Don received the “Detective of the Year Award” for the 4th precinct\, with the Virginia Beach Police Department. Don served as an adjunct professor at Virginia Wesleyan College from 1997-2008 in their criminal justice program. Don was “Voir dired” as an expert witness on a capital murder case in the 34th Judicial District Court in El Paso\, Texas in 2008. Pamela is an advocate\, special educator\, college administrator\, author\, and most importantly\, a fellow citizen wanting to work with law enforcement to ensure SafeEncounters® for all. They are associates of the New Horizon Center for Autism Services. Pamela’s own positive encounters with law enforcement officers inspired her to bring this training to the police community to strengthen the relationship between officers and individuals with Autism. Pamela wrote the book\, “Autistic ….and Thriving” with a chapter devoted to improving encounters between law enforcement and Autistic individuals in their communities. Participants will receive a copy of this book. \nCourse Description: The CDC estimates 5.4 million Americans have some form of Autism: about 1 in every 54 children born will have Autism. Autism is a neurological\, developmental disability that can affect behavior\, social interaction\, communication and sensory processing. Each person with Autism has unique challenges and strengths. If an officer were to stop a person with Autism that has a social communication challenge\, that officer will need information on how to safely and effectively engage and communicate. This class will teach the fundamentals of what is Autism\, what is the person with Autism doing\, and how can officers recognize it and respond effectively to it. SafeEncounters® Training will equip your officers with tools\, tips\, and strategies designed to enable them to more effectively engage with persons with Autism. SUMMARY:Fire and Arson Investigation
DESCRIPTION:Fire and explosion investigations can be complex and challenging investigations due to the extensive damage and scene alterations which occur during these incidents. This two-day course will introduce participants to the systematic methodology utilized by fire investigators conducting a scientific analysis of both fire and explosion incidents. \nThe first day will include an overview of the Scientific Method\, basic fire science\, the systematic methodology utilized to identify the area of origin and conducting a detailed analysis of potential causes for fire and explosion incidents. \nThe second day of the course will introduce participants to legal issues associated with fire investigations\, integrating the fire scene investigation into a traditional criminal investigation\, conducting arson investigations\, explosion incidents and fire incidents with injuries and fatalities. \nInstructor: Jeff Spaulding has almost thirty (30) years of experience\, functioning in a variety of both fire and emergency medical service (EMS) positions. Currently\, he is a Deputy Chief for the Middletown Fire Department. For the past twenty-five (25) years\, Jeff has been conducting origin and cause investigations in both the public and private sectors; having personally conducted or supervised more than 3000 fire and explosion investigations. Additionally\, Jeff has been qualified in both federal and multiple state courts as an expert witness in the field of fire and explosion investigations.
