Haley\nProfessor Don V. Haley runs the Criminal Justice program at Tidewater Community College’s Virginia Beach Campus. Professor Haley’s educational background consists of a BA in Criminology (Cum Laude) from Saint Leo College\, an MPA in Justice Administration (4.0 GPA) from Troy State University\, as well as other post graduate research methods courses. Don Haley is a veteran of the United States Marine Corps. He also served as a correctional officer at Saint Brides Correctional Institute\, a Virginia Beach deputy sheriff\, Chesapeake and Virginia Beach police officer\, and Virginia Beach police detective. In 1995\, Don received the “Detective of the Year Award” for the 4th precinct\, with the Virginia Beach Police Department. Don served as an adjunct professor at Virginia Wesleyan College from 1997-2008 in their criminal justice program. Don was “Voir dired” as an expert witness on a capital murder case in the 34th Judicial District Court in El Paso\, Texas in 2008. Professor Haley’s law enforcement recognition include the “Chamber of Commerce” award\, Drug Enforcement Incentive Award\, two Class Act awards\, two Star Performer awards\, and others. Professor Haley works contractually with the Distance Education Accrediting Commission\, serving as a subject matter expert in criminal justice. Professor Haley has researched and taught college students\, law enforcement agencies\, military personnel\, business corporations\, NCAA college athletes\, and medical personnel in the latest advancements in the areas of neuroscience\, brain chemistry\, and psychology. DESCRIPTION:Presented by: Pamela Goines\, MEd.\, and Thomas Goines\, owners\, SafeEncounters® Training \nPamela & Thomas are both proud parents of a son with Autism. Pamela is an advocate\, special educator\, college administrator\, author\, and most importantly\, a fellow citizen wanting to work with law enforcement to ensure SafeEncounters® for all. They are associates of the New Horizon Center for Autism Services. Pamela’s own positive encounters with law enforcement officers inspired her to bring this training to the police community to strengthen the relationship between officers and individuals with Autism. Pamela wrote the book\, “Autistic ….and Thriving” with a chapter devoted to improving encounters between law enforcement and Autistic individuals in their communities. Participants will receive a copy of this book. \nCourse Description: The CDC estimates 5.4 million Americans have some form of Autism: about 1 in every 54 children born will have Autism. Autism is a neurological\, developmental disability that can affect behavior\, social interaction\, communication and sensory processing. Each person with Autism has unique challenges and strengths. If an officer were to stop a person with Autism that has a social communication challenge\, that officer will need information on how to safely and effectively engage and communicate. This class will teach the fundamentals of what is Autism\, what is the person with Autism doing\, and how can officers recognize it and respond effectively to it. SafeEncounters® Training will equip your officers with tools\, tips\, and strategies designed to enable them to more effectively engage with persons with Autism. DESCRIPTION:Fire and explosion investigations can be complex and challenging investigations due to the extensive damage and scene alterations which occur during these incidents. This two-day course will introduce participants to the systematic methodology utilized by fire investigators conducting a scientific analysis of both fire and explosion incidents. \nThe first day will include an overview of the Scientific Method\, basic fire science\, the systematic methodology utilized to identify the area of origin and conducting a detailed analysis of potential causes for fire and explosion incidents. \nThe second day of the course will introduce participants to legal issues associated with fire investigations\, integrating the fire scene investigation into a traditional criminal investigation\, conducting arson investigations\, explosion incidents and fire incidents with injuries and fatalities. \nInstructor: Jeff Spaulding has almost thirty (30) years of experience\, functioning in a variety of both fire and emergency medical service (EMS) positions. Currently\, he is a Deputy Chief for the Middletown Fire Department. For the past twenty-five (25) years\, Jeff has been conducting origin and cause investigations in both the public and private sectors; having personally conducted or supervised more than 3000 fire and explosion investigations. Additionally\, Jeff has been qualified in both federal and multiple state courts as an expert witness in the field of fire and explosion investigations. Pamela is an advocate\, special educator\, college administrator\, author\, and most importantly\, a fellow citizen wanting to work with law enforcement to ensure SafeEncounters® for all. They are associates of the New Horizon Center for Autism Services. Pamela’s own positive encounters with law enforcement officers inspired her to bring this training to the police community to strengthen the relationship between officers and individuals with Autism. \nPamela wrote the book\, “Autistic ….and Thriving” with a chapter devoted to improving encounters between law enforcement and Autistic individuals in their communities. Participants will receive a copy of this book. \nCourse Description: The CDC estimates 5.4 million Americans have some form of Autism: about 1 in every 54 children born will have Autism. Autism is a neurological\, developmental disability that can affect behavior\, social interaction\, communication and sensory processing. Each person with Autism has unique challenges and strengths. If an officer were to stop a person with Autism that has a social communication challenge\, that officer will need information on how to safely and effectively engage and communicate. \nThis class will teach the fundamentals of what is Autism\, what is the person with Autism doing\, and how can officers recognize it and respond effectively to it. SafeEncounters® Training will equip your officers with tools\, tips\, and strategies designed to enable them to more effectively engage with persons with Autism. DESCRIPTION:Presented by: Ryan Stubenrauch\, Esq. Communications Counsel \nCourse Description: Ryan Stubenrauch is an attorney who’s worked closely with Ohio public records law for nearly fifteen years. From working on public records training and sensitive public record requests during his time at the Ohio Attorney General’s office\, to advising law enforcement and government agencies across Ohio on best practices\, Ryan has become an expert on Ohio’s public record laws\, and is also an experienced public records law teacher. Ryan will cover Ohio’s Public Records laws and go through recent court rulings as well as details about new laws surrounding privacy\, sealed records and body/cruiser cameras. Ryan will also cover some of the legal and practical concerns for keeping these records in 2022 and beyond. For example\, if your\ninitial incident report and your full investigative report are within the same computer program\, does that mean you’ve got to give a newspaper a copy of everything if they ask for it? This course is designed for all levels of the police organization and is useful for other levels of municipal government seeking a better understanding of Ohio’s Public Records Laws. The term de-escalation is used throughout law enforcement to describe what we already do well — talk to people. This course will teach officers to look inside themselves to discover their own emotional response and communication systems while learning about response skills and techniques for better communication with others\, especially those persons in crisis. Officers should be familiar with Ohio crash reporting forms and procedures before attending this course. Officers will need a calculator with square root function and will participate in outside exercises. \nNOTE: THIS CLASS IS GRANT FUNDED AND FREE TO OHIO OFFICERS.
