DESCRIPTION:ACTIVE SHOOTER IN PLACES OF WORSHIP \nHouses of Worship can be extremely vulnerable to active shooter attacks because of their location\, population\, and open door mentality.  There are certain steps the leadership team can take to minimize the risk of being involved in an active shooter incident and this training will not only\ncover those steps\, but will also cover best practices to survive these types of incidents. \nOTHER CRIMES IN PLACES OF WORSHIP \nIn addition to active shooter/threat  incidents\, there is a growing number of property crimes being committed against Houses of Worship\, especially theft of funds\, burglary\, arson\, and vandalism. Even  more  disturbing\,  House  of  Worship  members  and  staff  are  just  as vulnerable  to\noccurrences  of  personal  and  physical  abuse  as  any  other  location.   Those intent  on victimizing  the  vulnerable  know  that  the  forgiving  culture  and  easy  access environment of the House of Worship can inadvertently foster an opportune place to strike. DESCRIPTION:U.S. Department of Justice\nFederal Bureau of Investigation FBI Cleveland\n1501 Lakeside Avenue\nCleveland\, OH 44114 \nLAW ENFORCEMENT EXECUTIVE TRAINING \nGreat Lakes Leadership Seminar – Session 22\nNiagara Falls Air Reserve Station\n2026 Lockport Road Niagara Falls\, New York October 6-11\, 2019 \nThe Buffalo\, Cleveland\, Cincinnati\, and Pittsburgh Divisions of the Federal Bureau of Investigation (FBI) will be hosting a Regional Command College in Niagara Falls\, New York from October 6-11. 2019. This will be the twenty-first annual session of the Great Lakes Leadership Seminar (GLLS). \nOfficers in the rank of Lieutenant and above\, or their agency’s equivalent\, are eligible for attendance. Depending on openings\, and subject to the recommendations of their agency’s chain of command\, Sergeants may also\, on occasion\, attend this seminar. The training is modeled after the FBI’s Law Enforcement Executive Development Seminar (LEEDS) which is held at the FBI Academy. Their primary audience is Law Enforcement Executives. \nThe training will cover a variety of issues affecting law enforcement leaders today. Areas covered will include diversity\, leadership\, media\, officer safety issues\, and other subjects important to the interaction of executives and their rank and file officers.\nInstructors for the session are drawn from the FBI’s Academy located at Quantico\, Virginia and other subject matter experts from throughout the region. \nLiaison is an important goal of the seminar. Attendees must report no later than 5 p.m. on Sunday\, October 6 for registration. Classes will be held daily from 8 a.m. to 5 p.m. Attendance at all scheduled classes and instructional programs is considered mandatory\, unless there is an emergency. \nAttendees will be selected from the Cincinnati\, Cleveland\, Pittsburgh\, and Buffalo FBI territories. This year’s session size is limited to a total of eighty (80) law enforcement executives\, 20 from Northern Ohio\, in order to facilitate interaction between those attending\, instructors\, and FBI management present that week. Your selection to attend the GLLS will not preclude you from future attendance at the FBI National Academy. \nThe FBI does not normally charge for training; however\, due to the inherent costs associated with this program\, a fee of $375 is being charged per executive attending. This registration fee covers non-FBI instructor/presenter fees\, instructional materials\, and other administrative costs necessary to run the seminar. Additionally\, the registration fee will also cover each attendee’s daily breakfast\, lunch\, refreshments\, and a formal banquet dinner on Thursday evening. Payment will be addressed once attendees are selected. \nIf a selected attendee can no longer attend the seminar\, your department can submit an application for another officer of equal or higher rank. Priority consideration will be given to your department; however final selection is made by the FBI. If the spot cannot be filled\, your department may not receive a refund of the course fee. \nWe have arranged lodging within the Air Reserve Base at a hotel facility immediately adjacent to the training center. Lodging cost (approximately $65 per room nightly) is the responsibility of each attendee/department. The range of locks include a cross section of locking devices you’re going to encounter in the field:\nKnob locks\,\nDeadbolts\nPadlocks\nVehicles\nElevator control panels\nStrongboxes\nFile cabinets\, aircraft and many\, many more\nYou’ll learn to identify the various lock brands\, including their strengths\, weaknesses and where they’re typically found. Since lock picking is a critical component of our course\, you’ll be knowledgable on selecting the correct pick and more importantly\, it’s correct usage. Picking locks is only difficult if you start off on the wrong foot. We make sure you’re a success. \n\nLock Bypassing\nThere are occasions when picking a lock isn’t the most field expedient method of entry. You’ll learn how to immediately identify those circumstances and instead\, use a bypass technique. The data required to be collected include\, at a minimum\, the race and gender of the driver of the vehicle stopped. \nWhile this is a positive move towards strengthening police-community relations and increasing agency transparency\, if collected and analyzed incorrectly it could result in a public relations disaster that could needlessly upset the community and destroy the morale of your personnel. \nThis course is designed for the personnel in your agency who will be responsible for gathering and tabulating these traffic stop data\, and writing the resulting report for the public. This course will expose these individuals to the current state of the art methods for collecting and analyzing traffic stop data in a fair and valid manner and reveal the pitfalls of using improper analysis techniques.
